pro-kom: Partizipative Entwicklung eines praxisnahen Kompetenzdiagnoseinstruments für KMU / pro-kom: Participatory Development of a Practice-Oriented Competence Assessment Tool for SMEs
- Die Dynamik moderner Arbeitswelten stellt kleine und mittlere Unternehmen vor Herausforderungen im Kompetenzmanagement. Fachkräftemangel, Fluktuation und technologische Transformationen erfordern praxisnahe Verfahren zur Erfassung, Analyse und Prognose relevanter Kompetenzen. Im Forschungsprojekt pro-kom wurde ein partizipativ entwickeltes Befragungsinstrument mit elf Kompetenzclustern erstellt, das auf bestehenden Kompetenzmodellen und empirischen Vorarbeiten basiert. In Workshops und Expert*inneninterviews konnte das Instrument validiert werden, um die Akzeptanz sicherzustellen und die Praxisrelevanz zu prüfen und zu bestätigen. Durch die modulare Clusterstruktur bildet das Instrument somit die Basis für ein digitales Tool zur prognosebasierten Kompetenzreflexion und eröffnet Perspektiven für datenbasiertes Personalmanagement und Forschung in KMU.
- The dynamics of modern working environments present small and medium-sized enterprises with challenges in competence management. Skills shortages, staff turnover, and technological transformations require practical methods for recording, analyzing, and forecasting relevant competencies. The pro-kom research project developed a participatory survey tool with eleven competence clusters, building on established competence models and previous empirical research. The survey tool was validated in workshops and expert interviews to ensure acceptance and to test and confirm its practical relevance. Thanks to its modular cluster structure, it forms the basis for a digital tool for forecast-based competence reflection and opens up perspectives for data-based human resources management and research in SMEs.

The aim of the 'pro-kom' research project is to enable SMEs to identify competence deficits and future competence needs at an early stage and to close existing gaps. With the help of a competence forecasting tool, SMEs should thus be enabled to maintain their competitiveness in the current, continuously changing world of work.

The competence forecasting tool opens up the possibility for SMEs to identify existing competence gaps at an early stage based on industry and company-specific market analyses. On this basis, they can select suitable training measures to close these gaps. This enables SMEs to respond to changes at an early stage and thus exploit potential for productivity and efficiency gains. At the same time, the provision and accessibility of this information for SMEs helps to secure the competitiveness of German SMEs.
